Clarkson Village Study

The Planning and Building Department, in co-operation with the Clarkson Village Stakeholders, are currently undertaking the Clarkson Village Study. The goal of the study is to develop a comprehensive vision for the revitalization of Clarkson Village. The stakeholders include representatives from the various resident groups, the Clarkson BIA, a local developer and interested individuals in the community, as well as Councillor Mullin, Ward 2 and City staff. The stakeholders, to date, have provided enthusiasm, commitment and strong direction to this important initiative.

The objective of the Clarkson Village study is to promote, maintain and enhance a vibrant and pedestrian friendly ‘main street’ in Clarkson Village. The study establishes a vision with a long term strategy that should develop in an incremental manner over time. The vision will encourage and manage growth while focussing on both private and public resources to revitalize Clarkson Village.

Date: Tuesday, January 18, 2011 Ward 2 Councillor Patricia Mullin has scheduled a Community Meeting for City Staff to present their analysis and recommendations, regarding the revitalization of Clarkson Village to residents and landowners.

The Goals of the Study:

1. A Shared Vision for the Community;
2. Establish a Long-term Strategy;
3. Ensure a Balance of Needs;
4. Encourage a Sustainable Community;
5. Create a Pedestrian-oriented Community rather then Car Dependency;
6. Promote a Transit-oriented Community;
7. Encourage Mix-use Intensification;
8. Create a Vibrant Mainstreet.

The Transportation and Works Department/Planning and Building Department have initiated a joint feasibility study to review various design concepts through the “Clarkson Village Community Transportation/Urban Design Study.”

The design principles that resulted from stakeholder meetings is that they prefer a Village Character; a place to walk, play and shop; a gathering place or central outdoor square; buildings closer to the street with retail shops at grade; Lakeshore Rd. should be safer and easier to cross; reduction in vehicle noise and speed; minimize conflicts between pedestrians and vehicles; more vegetation and trees along the street, parking located at the rear or side buildings; buildings with appropriate heights; linkages to GO Station and Clarkson Crossing Mall.

The study has been broken down into two Phases.

Phase 1 – is the Background & Public Engagement component.

Phase 2 – is the Analysis & Recommendations.

Status:  The Lakeshore Road West, Clarkson Village Study Phase 2 – Analysis & Recommendations Report has been completed.  A Corporate report to Planning and Development Committee (PDC) is scheduled for the September 20, 2010 PDC meeting, requesting that a Public Meeting be held to consider the recommendations as generally outlined in the Phase 2 document.  Following this step, a Public Meeting will be scheduled in early 2011.
